After Carter broke his arm when he was a kid, they probably decided “y’know, this place needs a first aid kit”, and they got a weatherproof one to stash there. (Sure, a first aid kit wouldn’t help a fracture much, but if Carter was even somewhat clumsy as a kid he probably would have come home with scraped knees or splinters or something that made him cut short his fun.)
